- As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Item K (Curbside Waste Concept Plan)
This item was concerning a business on West French Lake Road. That site currently collects yard waste from multiple trucks and then ships it off once a day. They are looking to add other sorts of collections such as recycling, construction waste, garbage, and organics. As you can imagine, nobody wants this stuff anywhere near them, yet we all produce it. My concern is the smell and how to mitigate it.
The site has a number of problems:
- It’s close to residential areas.
- They aren’t in compliance with the current permit they have, specifically the requirement to not store yard waste overnight. That requirement doesn’t really make sense, but it is a requirement.
My take was that most of the council was ok with construction waste and recycling, but concerns about garbage and organics were brought out.
Item L (EDA Appointments)
The EDA (Economic Development Authority) has 2 openings. The council unanimously appointed Jack Bernens (current member) and John Weber (RDO) to the spots.
Item M (Spanier Expansion)
This is a business on 113th that wants to expand their current facilities. There wasn’t much concern by the council.
Item N (125 M & O plans)
125th and East French Lake will be getting a mill and overlay. This item was to approve creation of plans and specifications for it and to go out for bids. It was approved 5-0.
Item O (Exterior Lighting)
This was to approve updates to the city’s exterior lighting code. There are a lot of details, but the bulk of it has to do with eliminating many forms of lighting that doesn’t shine generally downward. It also covers lighting that significantly impacts neighboring properties. It was approved 4-0 with 1 abstention.
Item P (Safe Route Grant)
The South Diamond Lake improvements will include an improved pedestrian crossing at the school. This was to approve a grant that will pay for it. It was approved 5-0.
Item Q (Historic S & W plan)
This was to approve an update for the Historic Village sewer and water plan to better determine the capacity there. It was approved 5-0.
Item R (Closed)
This was to discuss the possible purchase of a house on a property owned by Three Rivers Park District.
The decision was to refer the action to our HRA (EDA) commission.
