- As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Close Session Recaps
In the past couple of meetings, we’ve had 2 closed sessions. This item was to read the details of these meetings into the record. The first meeting was simply discussions on the 2 union negotiations that are occurring. The second meeting was to discuss allegations of an improper hiring of a part time employee by the fire department, and to decide if the matter should be handed off to a separate investigator. The result of the meeting was that the council felt the hiring was improper, but the ultimate source of the problem was bad advice from our previous attorney, unclear policy, and inexperienced staff. From my perspective there was no intention to hide anything, but the result of what happened caused a significant issue within the fire department and those dynamics were not handled well at all. As a result, we’ll likely be cleaning up the personnel policy.
Item L (Franchise Fee Adjustment)
The utility franchise fee amount is based on the size of the gas meter on the property. For farms that use a large amount of energy in a short amount of time (such as grain drying) their meter is only enabled during that time, so the fee is only collected for those 2 months. The gas company has changed their policy to no longer disable the meter, resulting in these farms being charged a significant amount of money for a meter that isn't being used. This item was to reduce the fee for Ag properties so the yearly average works out the same.
Item M (Easement Vacation for Dayton Fields)
This was to vacate various easements on a property that is being developed. It’s a normal part of the process when a site is developed. It passed 4-0.
Item N (Plat for Dayton Fields)
This development is near the intersection of West French Lake Road and 121st Ave N. This is a facility for a contractor’s operation and some outdoor storage. The planning commission seen this and had little problems with it. It went the same with us and passed 4-0.
Item P (Public Data Request Policy)
Public data requests have to follow a process that’s defined in a city policy. This was to update that policy. It passed 4-0.
Item Q (Audit Services)
Due to some of the recent grants the city has received, we have a requirement to have spending on those grant items audited. This was to approve the hiring of an auditing firm. It passed 4-0.
Item R (Dayton Parkway Street Light)
The traffic light at the intersection of Dayton Parkway and Holly Ln / Territorial Rd was sent out for bids and this was to select the company that won the bidding. Due to scheduling, there is going to be a few months where the primary traffic generator (Kwik Trip) will be up and running (October 2nd) but the lights won’t be until approximately March. To deal with that, this bid request included a possible installation of temporary lights. Whether or not it’s installed will depend on observations during that time. The bidder was approved 4-0.
