Current Events

  • As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
  • Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.

Item H (Moratorium)

A couple months back there was a concept plan presented to the planning commission proposed for the south east side of the intersection of 117th and Dayton Parkway. The concept plan showed the southwest side of the property being accessed from the roundabout there, but was missing an east-west road off that same exit on the roundabout that I remembered we had in our road plans from a few years back. When that same plan came before the council, I asked about the road but staff didn’t seem familiar with it. Other than that, the concept plan didn’t seem to have any other issues. 

In the meantime, the planning commission decided to have a discussion on the area and if there could be a problem with access to the properties on the east side of this development. At that meeting, staff realized the road was in our plans and decided to recommend that the council put a hold (moratorium) on any developments in that area. 

This item was in regards to that recommendation. The council did decide to put in a 6-month moratorium until it’s sorted out. 

Item I (Arbor Day Proclamation)

Our Park Commission wanted the city to get federal program recognition through this proclamation, so we did. 

Item J (Stephens Park Amphitheatre)

This was (sort of) a follow-on discussion of some of the park bid discussion the council had at the last meeting. I say “sort of” because the amphitheater wasn’t in the bid package we discussed at the last meeting but it was in the original discussion last fall. 

This discussion focused on a possible shelter for the stage area which looks like a pretty good solution, but it was decided to wait on it until the current group looking at updating the Stephens plan completed this portion of the update. That group also needed someone from the council to be on it and we decided Member Salonek would represent the council. 

There was also some discussion of pulling some of the park furniture (benches, trash containers, etc.) out of the bid but 4 of us thought it could open the contract which seemed like a significant risk to 4 of us. 

Item K (Conduit Debt)

Apparently, it’s common for private organizations to work with municipalities to get cheaper rates on bonds. That mechanism is a product of our wonderful federal tax code. But it does mean the city has no risk since the bond is tied to the organization and the city will keep up the 1% of the bond proceeds. But in order for this to work, the city has to have a policy in place. This was to approve that policy. It passed 5-0. 

Item L (Legacy Woods Preliminary Plat)

This item was one of the drivers for our recent push to approve an Ag3 district. That district currently allows non sewered developments to occur in some of the areas that aren’t scheduled for sewer for decades. In this case it’s on the north side of North Diamond. It’s roughly 100 acres and will open up 10 lots of various sizes. The basic requirements are that the lots in the development average 10 acres and are greater than 1.5 acres of buildable land. If have land that might qualify or have other interests in this, feel free to contact me or the city. This passed 5-0. 

Item M (Easement)

This item was to discuss a mess that (in my opinion) the city helped create roughly 20 years back. In what should have been a simple shared easement between 2 private parties, the city became a 3rd party in it which completely upended the intent of the easement. Since I felt there were still a number of legal questions for our attorney to look into, I suggested we table it until a future meeting. That passed 5-0. 

Item N (Parkway Neighborhood Phase 2 Preliminary Plat)

This was to approve phase 2 of this development. The development will be a mix of medium and high-density housing on the south side of the freeway interchange. The bulk of the discussion was on an emergency access in the case where the intersection to the development is blocked off. So, if the intersection becomes impassable AND emergency vehicles are needed in the development, there’s a way to get there. Lots of money to spend for something very unlikely to occur, but... 

It’s likely that phase 2 occurs before phase 1 just due to some of the planning. 

This passed 5-0. 

Item O (South Diamond Bid Acceptance)

This was to accept the top bid for the mill and overly project. This will be for the entire stretch from Champlin the Rogers. It passed 5-0. 

Item P (Property Transfer)

Years back, a property close to the freeway interchange was seized by the county for nonpayment of taxes. Not long after that the city took control of it to use as a future Park and Ride. I was never impressed by the Park and Ride since those have long fallen out of favor and it was in a prime commercial area. The city recently negotiated with the county to put it back for sale as a commercially zoned property. It’s a little messy, but the bottom line is the city has to pay the county to let the city sell it for commercial use. The city negotiated a price with the county and now we have to transfer it back to the county so they can transfer it back to the city under that agreement. Government. They do find ways to complicate things. This passed 5-0.
