- As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Item H (Stephen's Park Phase 3A)
This was to solidify what improvements at Stephen's would be included in this phase. The items we want included were a water park, band shelter, and a permanent bathroom. We gave staff a budget of $1.5M (which has already been paid by development) and we got back a proposal for $2M. Frustrating. And to top it off the firm we hired to look at it produced a very poor presentation and was totally unprepared for questions. The bulk of the discussion was on the water park and their idea was to use city water to feed the park. This meant running city sewer and water across the river road at about $400k even though communities around us have city sewer and water close by their water parks yet use a local pump and pond since city water is an expensive source for so much water. We sent it back for further refinement.
Item I (Site Plan Review)
This was a follow on to a concept plan we seen a few weeks before this regarding an assisted living facility on Balsam across from Raintree. It was to go over the layout of the facility. It was approved 5-0.
Item K (Water Trails Bid Approval)
The canoe/kayak portion of the water trail system (at Stephen's Park) we previously sent out for bid came in and this item was to approve it. The system is funded by various grants. It was accepted 5-0.
Item L (Event Consultant)
This was to approve having our event coordinator hire a consulting firm for events. I don't think it was very well received. My concern with it was we went to a full time (32 hours) person so they would HAVE that experience. It was sent back to staff to get more details.
Item M (Culvert Repair)
This was to approve a bid to repair a culvert not far from the old public works building on South Diamond. The only discussion was what seemed like a high cost ($95K). It was approved 4-1.
Item N (Road Improvements)
This was originally proposed back in May 2025. It's to create plans and specifications on a future roadway on the south side of Dayton Parkway south of the freeway. It was tabled back then for more details. This was to approve it. It passed 5-0.
Item O (Eminent Domain)
This item is tied to the same roadway as the previous item. The item is to continue down the process of eminent domain. I'm typically against eminent domain because I believe if the government wants a piece of property, they should use the same means as anyone else to get it... By making an offer acceptable to the land owner. In this case, the land owner had come in for a preliminary and final plat on the land and had agreed to sell it to the city for a common roadway between his property and the neighboring property. But when the neighboring property wanted to start construction, this property owner decided not to go forward with it. In my mind that constitutes breaking an agreement. While the city screwed up by not getting it separately in writing, he gave his word and so I have no problem continuing down this path. This item came up a few months ago but at the time our attorney gave the opinion it wouldn't get through the court system. Since then 3 other legal firms have looked at it and given the opposite opinion. We've also since then terminated the contract with the original attorney for a few reasons. It was approved 4-1.
