Current Events
- Elections... If you or people in your area or HOA want to meet and discuss current/future topics related to the city, reach out to me to set up a time to visit. (email, phone call, or in person)
- The new water treatment facility is UP AND RUNNING! If you're on the north central water system you should no longer see discolored, sulfur smelling water. Though... for those of you not using a water softener, you'll still want to look into getting one.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Work Session (Forgent Concept Plan and Setbacks)
This was to discuss 2 topics:
- Last year, Forgent leased out the Cubes 1 million sf facility on Dayton Parkway. Apparently, it didn’t take them long to realize they still needed more space for their manufacturing of electrical buildings. The property across the Parkway has had a hard time determining what would work there. Forgent has proposed a 352,000 sf facility that meets the city’s needs for a road in the area to the south and they’re providing significant green space. They’re claiming it will bring in an extra 300 jobs. It was well received by the council.
- Some recent developments have shown that we need better (longer) setbacks when it comes to the boundary between residential and non-residential. While I think better screening is the best solution, it was agreed that opening the distance up to 20 feet was a good start.
Item E (Moratorium on Site Plans)
This was intended to give staff and council time to come to a solution regarding item 2. Since we decided on a plan, this was deemed unnecessary by the council.
Item M (Moratorium on Preliminary Plats)
Recently we lost one of our planning staff. It was obvious that our planning department wasn’t able to keep up, so this was proposed until we hired / trained a replacement. This item was tabled pending some legal questions; however, we have hired, and it’s likely this item won’t be brought forward.
Item G (Condemnation Process)
It turns out this wasn’t really about condemnation. It was about a couple of properties in the Old Village that are fairly hazardous to kids in the area. Our attorney walked us through the steps of getting the property owners to correct these properties. It’s not a fast or easy process (nor should it be), but it should help staff in their communications with the property owners. One of the council members thought that the city should clean up its own mess before looking at personal properties... which I agreed with.
Item H (Sale of FD Equipment)
This was to approve the sale of Rescue 21. One of the council members felt this should have been addressed in the long-term plan and most of us agreed, so it was not acted on.
Item J (Award Contract)
This was to award the contract to build the access road on the south side of Dayton Parkway south of the interchange. It was awarded to LaTour Construction, Inc 5-0.
Item K (Travel and Food Policy)
In cleaning up some of the internal policies at city hall, staff created one to deal with travel both in and out of state and food purchased by city staff. It was approved 5-0.
Item L (Ordinance Amendment)
This was to clean up an error that was found in a city ordinance. The table defines (among other things) if an accessory building is allowed in a recreational district (such as a golf course) or if it needs a conditional use permit. The entry for that table is invalid (F rather than a P or C). The text description in the code might have indicated what was intended, but it wasn’t clear. In the end the council decided to allow it without a conditional use permit if the building size is less than 1000sf. Anything more will require a conditional use permit.
Item M (Stephens Park Phase 3)
This continued discussion on getting a shelter over the stage at Stephens Park is a lesson on why government can’t seem to get out of its own way. In this installment, we discussed what changes were needed to get the area ready for the shelter and the cost estimate. The estimate (not including the shelter itself) was $285,000. This item was to approve going out for bids which it was.
Item N (Mayor and Council Pay)
The ordinance that covers Mayor and Council pay directs staff to look at other cities with comparable populations. Staff felt that that wasn’t a very good indicator given that most cities our size aren’t developing like we are, which results in a lot more time put in by council. They suggested coming up with a better solution which the council agreed with.
