Current Events

  • As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
  • Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
  • Our Economic Development Authority (EDA) commission has an opening. If you are interested in this, contact me or the city for more information on what’s involved and how to apply.  

Item K (Park Commission Appointments) 

The Park Commission had 2 openings, and the city had 2 applicants. Both were appointed 5-0. The new members are Keri Lingard (previously on the commission) and Luke Russell Senst (new appointment). 

Item L (DCM Farm Final Plat) 

This plat has come before the council and Planning Commission a number of times. This development is what is called a Planned Unit Development, which in short means there is a negotiation between the development not having to comply with the city’s zoning requirements and the city getting some other benefit from the development / developer. The major benefit proposed is for the developer to move 113th up to 114th and providing $2M in funds to create a roundabout there. The city would be able to use any unspent money on roundabouts for 117th  or Rush Creek and Fernbrook. 

Another important point here is the Rush Creek / Fernbrook intersection has been analyzed via standard engineering tests which primarily measure wait times. That grading has come back as an F (i.e. a fail). 

The preliminary plat was approved at a previous meeting by 3-2 with me being one of the three, but I also made it clear I felt that the money for the 114th needs to be put into the other roundabouts (117th or Rush Creek).  

This final plat was unchanged from the preliminary plat (with the exception being, the city could keep any savings from the $2M for the 114th roundabout). Personally, I suspect that roundabout may come in more expensive. 

So, from my standpoint, the combination of the Rush Creek intersection not being able to handle any more traffic and the future cost of the Rush Creek roundabout was too significant so I voted against it. 

This final plat vote involved one of the previous “no” votes switching resulting in it being passed 3-2. 

Item M (Legacy Woods Final Plat) 

This development has come up a number of times and is a result of the current council (I have driven this hard) to allow large non-sewered lots in areas that won’t have access to sewer for decades. 

Since we’ve recently received a letter from the Met Council regarding possible legal action against the city regarding these large lots, the decision was made to table this item until the city works with the Met Council to find a way to allow these locked up lands to be used. 

Item N (City Purchase of House) 

Recently Three Rivers Parks purchased a property along the river, and they have offered to sell the house on the property. City staff has proposed to purchase the house and put it on one of the properties the city owns in order to sell the property. The council decided to table this until we better understood what the plan was for the house.
