Current Events

  • As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
  • Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.

Item E (Flock Camera System)

Recently some residents have expressed concern about the cameras the city has on entrances into the city. These cameras record the back end of every vehicle that comes into the city and store vehicle attributes. The intent is, if an event happens such as a theft or child abduction, the system can be queried with the specific vehicle information. We also allow a number of other cities to access the information. The concern is that the company we contract with could sell the information. That company is under contract with the city and that contract doesn't allow them to use the data except as allowed by the city. It's also deleted periodically (I believe after 30 days).

To be honest, I was very skeptical about this when it first was approved but once I understood the details I was ok with it. The irony is that if you look at every controlled intersection around us you'll see cameras on each road that feed MNDOT, and there's no agreement with the cities as to what they do with the info.

Item F (Ladder Truck)

A few months ago the council found out that a contract we had to purchase a new ladder truck had a clause in it that at some point we would not be able to terminate the contract prior to accepting the vehicle. That clause would have cost us $250k if we changed our minds on the truck. That was not what staff had told us when we agreed to enter into the contract and so the decision was made to terminate the contract before the fee kicked in. We had originally agreed to enter into the contract because it seemed like a no brainer given the cost ($2.5M) and the length of time it took to receive the truck (3 years).

When we cancelled the order we also agreed to allow staff to look for a used ladder truck. This item was to agree to the purchase of a used ladder truck. When we looked over the particulars of the truck in question a few of us had issues with unresolved problems the truck had. We sent it back to staff to get answers of those questions.

Item G (Fire Department Response Types)

Since the fire department is adding part time staff to sit in the fire facilities and wait for calls, the chief was asking if we would be ok going back to all calls for those hours. There were some questions but it seemed to make sense and was approved 5-0.

Item I (Store Water Improvements)

This was to approve a contract for improving the storm water runoff into Diamond Lake on 138th. It would significantly reduce the particulates going into the lake. It was approved 5-0.

Item J (Territorial Road Trail Connection)'

This was to approve plans and specification to connect the trail on Rush Creek road to the Territorial Grove development on the north side of Territorial road. It was approved 5-0.
