  • As you're driving on the river road by Stephens' park you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
  • Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. Unfortunately, our history over the past 20 years doesn't reflect it very well. We had a work session on the topic, but it wasn't very productive. We'll likely have another. Feel free to send me your comments on it!

Hennepin Count Commissioner Presentation

Kevin Anderson is our representative to Hennepin County. He gave a presentation on some of the functions the county provides to our citizens. Most of what he focused on was the mental health help they provide.

Item K ( Care Resource Connection)

This was a presentation from an organization called Community Health Alliance. They serve as a bridge between people and the 911 system and their healthcare system. The agenda contains a lot of information on this group.

Item L (Fire Training Facility)

This was another update on a possible fire training facility. This facility would be managed by the fire department but would be available to any group that wanted to rent it for training. This discussion covered the predicted cost under a few different scenarios. It seemed to me there were 2 issues; The expected number of hours it would be rented and where it could be located.

The expected number of hours is key to this thing being about to cash-flow. Without those hours, the payment for the facility would fall on the tax payers. In my opinion there was little evidence to support the hours expected. The location would also have a significant impact on the cash-flow. The location staff wants is a tax forfeit property on Dayton Parkway just north of the freeway. That's a prime commercial spot, but because of the way tax forfeiture property works, the city could get that property for free. Getting it to a commercial user could be a mess due to the recent supreme court ruling on tax forfeiture property and the county not sure how they're going to handle those properties going forward. If we went that route we'd have to buy another property.

We ended up directing staff to get a more solid basis for their expected hours.

Item M (Future Park Dollars Discussion)

This item was just a general discussion on a few park budgets over the next 4 years. There was concern that some of the neighborhood parks were absorbing a lot of the dollars and not leaving much for the regional parks. After some discussion the council seemed to be satisfied with the allocations.

Item N (Technical Review)

On occasion, some of our larger projects end up giving us surprises due to something being missed along the way. Sometimes they're minor but a couple of them have been significant. In looking for a way to mitigate that risk on the treatment facility, council member Fashant suggested we have an independent review done on it. That's what this item was about. The initial review isn't very significant but there will likely be follow on reviews. It was approved 5-0.

Item O (Street Sweeping Contract)

This was a minor item on selecting a street sweeper. Not much to look at. It was approved 5-0.

Item P (Dust Control Contract)

This was a minor item on selecting a company to apply duct control to our dirt roads. Again, not much to look at. It was approved 5-0.

Item Q (Three Rivers District Park Easement)

This was to grant the trail going between Stephens and Cloquet park to TRPD. The city will still sweep and clear the trail during winter but they will maintain it from here out. They also paid to put it in.
