  • As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress. It is scheduled to open sometime this summer!
  • Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.

Item J (Election Certification)

After every election, the governing body must approve the results of the election. (I'm not sure what happens if they don't). It passed 4-0.

Item K (3rd Quarter Report)

This item is just for us to review the revenue and expenses of the various funds the city uses. As usual there were no surprises.

Item L (Long Term Plan)

This was to allow the council to take a final look at the long term plan for this year and make adjustments if wanted. While I suggested a few changes such as moving the fire training facility out to match the fire station and city hall, I was convinced to leave it for 2026 to help push for a possible grant. Without that grant the facility will never make financial sense. The fire station and new city hall were pushed out to 2031 at the last meeting. The council agreed to the plan 4-0.

Item M (EDA Bylaw Amendment)

A few months back the council decided that any commission member absent more than 25% of the meetings be removed from the commission. The EDA recently requested we change that to "unexcused" absences. My thinking is that if you are absent that much, the reason why doesn't matter. The other members agreed. The amendment was not approved.

Item N (Bid Award for North Bridge for Elsie Stephens)

The north pedestrian bridge at Stephens Park went out for bids and this was to approve the winning bid. The bridge design was approved at a previous meeting. At that meeting I questioned why we needed this type of bridge (it sits on pylons/abutments) instead of the same type of bridge that we installed on the south side. The reason I asked was the difference between the 2 is about $100k. Unfortunately, the north area is in the flood plain, which meant we couldn't use the same type of bridge as was used on the south side. So for the extremely rare case of that area flooding, we get the pleasure of spending an additional $100k. The winning bid was $170k. The bid was approved 4-0.
