Current Events
- Elections... If you or people in your area or HOA want to meet and discuss current/future topics related to the city, reach out to me to set up a time to visit. (email, phone call, or in person)
- The new water treatment facility is UP AND RUNNING! If you're on the north central water system you should no longer see discolored, sulfur smelling water. Though... for those of you not using a water softener, you'll still want to look into getting one.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Work Session (Splash Pad)
In our continuing development of Stephen’s Park, a splash pad had been proposed by the council. This was to narrow down some of the parameters so our consultant could start working on basic designs. The primary one was budget. The council had originally allocated about $1.7M to it. Given some of the information we had at this discussion, the decision was to limit it to $2M. Another issue was the type of water usage. The choices are basically flow through or recycling. Flow through means that all the water going into the pad is drained into the sewer system. Given Dayton’s water costs that would end up being expensive, it would put further strain on our north water system, and it would require us to run water and sewer to the park which is estimated at $600K. A recycling system means the water goes into a tank and is chemically treated before being used again. The costs here are basically maintenance on the recycling system in addition to the chemicals. There is also a slightly higher initial cost since the recycling equipment isn’t needed by the flow through the system. The recycling system choice was picked. There was also some talk about trying to get sponsors.
Item F (Planning Grant)
The city recently was awarded a grant to replan a city center area. That area basically encompasses 1000 acres from the north side of 117th up to South Diamond, and east of French Lake to just under a mile to the east. About 2 years back city staff took on this task and started with 600 acres, and that plan ended up getting no votes for approval due to many reasons. One of which was that it was too large of a chunk to define. And here we are with 1000 acres. This was just a start-off meeting, but early comments were about the size and the concern that it really should focus on development to the south of that area.
Item G (Oppidan Development)
This development is a couple of properties just to the east of the trailer court. The developer had come before the council a few months back with a proposal that put their building very close to the residents' homes and was rejected primarily due to that. This plan is significantly different. They ended up purchasing another property more to the east which allowed them to place the building much farther away and provide significantly more screening between them and the homes. It was approved 4-0.
Item H (GMU4 Setbacks)
This zoning is strictly along Balsam Lane. Over the past 6 months or so, there have been a couple of industrial developments proposed that would have put either a building or driveway with 5 feet of residential property. This item was the result of staff and the Planning Commission looking at what needed to change to help mitigate that. The result is changing the setback to 20 feet. It was approved 4-0.
Item J (Engineering Award)
A few months back, the council directed staff to put our engineering services out for bid. The primary reason we did this was just to make sure we were in the ball part for these services. At the last council meeting we discussed the proposals and had staff negotiate with the top companies we were looking at. This was the result of those negotiations and the proposal by staff was to stay with our current firm. This was approved 4-0.
Item K-new (Attorney-Client Communication Email)
A couple of meetings back, the city’s attorney sent us an email containing her opinion on a detail within a development that was approved back in 2018.
This was a new item added to the agenda to deal with a resident’s request to remove the attorney-client privilege attached to the email. To remove it would have taken a motion, second, and vote in the affirmative. The only comment made was a concern over setting a precedent. There was no motion made, so the privilege was not removed.
Item L-new (closed meeting)
This was a continuation of negotiations with the Law Enforcement Union.
As always contact me with questions / concerns.
