- As you're driving on the river road by Stephens' park, you'll notice construction on the south side of the road. That's the new central water system treatment facility in progress.
- Many of you are familiar with the phrase "rural look and feel" or "rural character." Dayton residents have said this is important to them and I agree. It's even in our mission statement. We've had a couple work sessions on the topic and I believe it'll result in a list of ideas we will be prioritizing for the future. If you have ideas, please let me know.
Item G (Met Council Comments)
The Metropolitan Council is proposing a number of new rules that will continue their quest to take more and more autonomy away from city’s abilities to plan their development as they want. The rules include bumping the minimum density from 3 homes per acre to 4, forcing the averaging of density across staging areas instead of across the entire city, and the met council being able to reject the entire plan if it doesn’t like what you would do with land prior to it being sewered.
This item was to collect comments to submit during the comment period for these new rules.
My opinion is this “comment period” is just a formality and that the Met Council could care less what the cities think. Regardless, the council gave staff comments to submit.
Item H (DCM Farms Concept Plan)
This was a 2nd concept plan for a development on the north side of 113th and Fernbrook.
The development would be 90 acres and 262 homes. Most of those homes would be townhomes and villas. It would also consist of 10 acres of commercial. It was established that the commercial area would be platted outside of this development at a later date.
My major concern here was I thought it was heavy on the quantity of townhomes and villas.
Item I (National Fitness Campaign)
Here’s a Link to the presentation for this item. The request here was to budget $155k to $217k for this fitness court. That also assumed we got a $50k grant to start it. My opinion was that we can find much better ways to spend $200k in our parks. The direction to staff was to get a better idea of the grants possible.
Item J (Zoning Change Request)
This was a simple item to change the current zoning of a small property from Ag to R1. The owner wants to rebuild the house and the Ag zone has set back requirements that couldn’t be met. It passed 5-0.
Item K (Parkway Neighborhood EAW)
This development is in the south-east area of the south side of the I94 interchange. When a large development occurs, an EAW (Environmental Assessment Worksheet) is filled out and various determinations about any environmental impacts are determined. The EAW determined that an EIS (Environmental Impact Statement) wasn’t needed for this development. This item was to affirm that determination and passed 5-0.
Item L &M (Park Irrigation)
Some of our larger parks need irrigation. Some of those will need private wells and some can hook into the city water system. The cost for this project would come from the Park fund (not taxpayers).
These 2 items were to go out for bids on that construction. It passed 5-0.
